GEOINT and Imagery Analysts

Locations: Springfield VA

Imagery Analyst services include researching the NES or its follow-on, and other appropriate databases for amplifying information, producing standard NGA imagery analysis products, and effectively collaborating with the NSG, ASG, IC, and other organizations that enhance collection, research, analysis, and product generation processes. These services include, but are not limited to:

Provide services to include researching the NES, its follow-on, SOM or SOM-like applications that support OBP and its related databases, automated message-handling systems, and other appropriate databases for amplifying information, producing standard and formalized NGA imagery analysis products, and effectively collaborating with other NGA and IC analysts during the collection, research, analysis, and product generation processes
Provide imagery analysis against targets utilizing a variety of platforms and will include locating, identifying, characterizing, and monitoring strategic operational and tactical facilities. These contract services will also support the creation of a variety of GEOINT media and collateral imagery products such as data sets, ground truth, and briefing materials supporting various geospatial research projects
Provide services supporting the identification of technology gaps in capabilities and processes, and support the insertion of new imagery related technology into operational environment. Imagery Analysis shall be required to use a multi-INT approach in every aspect of their analytical duties to analyze AOIs to support Counterproliferation, Counterterrorism, Current Operations, Counterintelligence support Anticipatory Intelligence and Strategic Intelligence.
Perform quality control on analytical products, provide collaboration with the NGA workforce on leading edge imagery analysis technologies, and provide expert advice on technical matters related to imagery information
Serve as SME Imagery Analysts, producing intelligence on mission specific issues. The primary products produced will be summary-type reports, detailed mission graphics, database remarks, ad-hoc reports, and daily briefings
Utilize various NGA and IC databases at an intermediate to expert level of mastery. NGA uses a variety of imagery analysis formats and databases to accomplish its mission. The NES and Intelink databases are key components for this service.
Incorporate the full spectrum of GEOINT to include: NTM, manned and unmanned air breather, and civil/commercial sensors providing hardcopy and softcopy imagery exploitation. Where applicable, utilize manual light tables and electronic light tables as required.
Provide imagery analysis services in the form of datasets and visualization products that typically result in authorship of 6-9 standard, coordinated NGA intelligence reports per year, including but not limited to reports such as NIBs and GN’s. Additionally, the Contractor shall provide imagery analysis services by creating at least 20-25 standard, non-coordinated products per year, predominantly NES baseline reports or ad-hoc requests for information.
Publish NES remarks, baseline descriptions, and other imagery exploitation reporting in accordance with the NSG Directive 2-1 Exploitation and Reporting Structure (EARS-2) reporting guidance and/or SOM-associated data as necessitated by the assigned office’s requirements. These contract services will support NGA’s GEOINT Program of Analysis or other mechanism that guides analytic efforts
Read, extract and plot coordinates using multiple map and chart scales, projects and datums.
Provide and create metadata to support structured observations in support of the ODNI’s OBP initiatives.
Provide imagery analysis services on orders of battle, battle damage assessment, and other core skill sets as dictated by the government.

Task Lead - USSTRATCOM/J43

CONTINGENT ON CONTRACT AWARD

Position Title: Team Lead/Program Manager ​

Location: USSTRATCOM / J43

The Program Manager will oversee and manage the Contractor’s Task Order Team, ensuring the successful execution of all tasks outlined in the Performance Work Statement (PWS). The Team Lead will act as the primary point of contact between the Contractor team and the Contracting Officer’s Representative (COR), ensuring compliance with Government requirements, maintaining team performance, and facilitating effective communication. Governance, stakeholder engagement, risk and schedule integration, PMR ownership

Key Responsibilities:

  • Supervise and manage the Contractor’s Task Order Team to ensure all tasks are completed efficiently and effectively.
  • ​Maintain a stable workforce with minimal employee turnover and ensure prompt replacement of vacancies within 14 days. ​
  • Determine core work times based on the level of effort specified in the task order and Government needs. ​
  • Ensure all work performed by the team is directly attributable to the task order and meets performance standards. ​

Communication and Coordination:

  • ​Serve as the primary liaison between the Contractor team and the COR.
  • Ensure timely communication of critical information to the chain of command. ​
  • Coordinate with multiple agencies, including vendors, contractors, tenants, support organizations, managers, and supervisors. ​

Quality Control and Deliverables:

  • Develop and maintain a quality control program to ensure services meet PWS requirements and commercial standards. ​
  • Ensure deliverables are free from errors, logically organized, and technically correct. ​
  • Address corrections within two working days of defect notification. ​
  • Submit deliverables in hard and soft copy formats compatible with Government software applications. ​

Project Management:

  • Oversee project schedules, milestones, and updates as required. ​
  • Monitor existing facility projects and provide information/data to the Government for decision-making. ​
  • Assist with project planning, execution, and coordination of required actions. ​

Exercise and Contingency Support:

  • Provide leadership and coordination for exercise and contingency support as specified. ​
  • Adjust team schedules to meet Government needs during deployments/exercises. ​

Training and Development:

  • Ensure all team members complete required annual training to maintain necessary accesses and certifications. ​
  • Facilitate knowledge transfer and training during the Phase-Out Transition Plan. ​

Reporting and Documentation:

  • Submit required reports, including Monthly Staffing Reports, Program Progress Reports, and other Contract Data Requirements List (CDRL) deliverables. ​
  • Ensure all documentation is accurate, timely, and adheres to Government standards. ​

Experience:

  • Minimum 8-10 years of relevant experience in project management, facility operations, and Building Information Modeling (BIM). ​
  • Demonstrated knowledge of civil engineering, architectural engineering, construction, and facility planning activities. ​
  • Proven ability to manage teams and coordinate with multiple stakeholders. ​

Skills:

  • Strong leadership and team management capabilities.
  • Excellent communication and interpersonal skills to maintain effective working relationships. ​
  • Ability to conduct research, analyze results, and make informed recommendations. ​
  • Proficiency in project scheduling, planning, and execution. ​

Technical Expertise:

  • Proficiency in Autodesk AEC Suite (Revit, AutoCAD, Navisworks) and MS Office Suite (Word, PowerPoint, Excel).
  • Familiarity with Bluebeam and Trimble Sketchup design software is preferred.

Security Clearance:Top Secret (TS) clearance with eligibility for Sensitive Compartmented Information (SCI). ​

Preferred Qualifications:

  • Experience in managing facility operations and project management teams within a military or government environment. ​
  • Familiarity with Planning, Programming, and Budgeting Execution (PPBE)
  • Strong problem-solving and decision-making skills.

Facility Operations Support Technicians - USSTRATCOM/J43

Facility Operations Support Specialist

The Facility Operations Support Specialist will provide Advisory and Assistance Services (A&AS) to support the operations, maintenance, repair, and management of facilities within the USSTRATCOM complex. ​ The role involves monitoring facility conditions, managing work orders, resolving customer complaints, and ensuring the efficient operation of facility systems and equipment. ​ Intake, validation, customer coordination, Backlog Management, scheduling, escalation, complaints resolution, specialized systems and communications liasison

Key Responsibilities:

Facility Monitoring and Maintenance:

  • Assess facility conditions and identify maintenance and repair needs. ​
  • Evaluate the necessity and adequacy of work order requests for maintenance and repair. ​
  • Coordinate the execution of work orders with customers and stakeholders. ​

Work Order Management:

  • Prioritize, submit, schedule, and monitor the progress of work orders for facility repairs, systems, communications, and specialized equipment. ​
  • Resolve customer complaints and ensure timely communication of critical information to the chain of command. ​

Reporting and Documentation:

  • Prepare and submit Service Engineering Reports/Technical Reports (CDRL A003), including discrepancy/anomaly reports and recommended standard change forms. ​
  • Provide presentation materials (CDRL A005) for Government approval at least five working days before distribution or presentation. ​

Compliance and Security:

  • Ensure adherence to all DoD, USAF, and USSTRATCOM security requirements. ​
  • Maintain compliance with classified program security protocols and ensure proper handling of sensitive information. ​

Qualifications:

Experience:

  • Minimum 5 years of relevant experience in facility operations, maintenance, and repair. ​
  • Knowledge of principles, policies, and practices of comprehensive facility operations functions and processes. ​
  • Expertise and practical experience with technical civil engineering operations and maintenance activities. ​

Skills:

  • Strong organizational and problem-solving skills.
  • Ability to manage work orders and prioritize tasks effectively. ​
  • Excellent communication and interpersonal skills to resolve customer complaints and coordinate with stakeholders. ​

Security Clearance: Top Secret (TS) clearance with eligibility for Sensitive Compartmented Information (SCI). ​

Other Requirements:

  • S. Citizenship is mandatory. ​
  • Ability to comply with DoD and USSTRATCOM security requirements. ​
